Crane Foundation Documentation Compliance Review

Foundation Inspection Certificate Compliance with CSA Z248-04, Clause 5.3.1

Does your foundation inspection certificate, provided by a Professional Engineer (P.Eng.), comply with the requirements of CSA Z248-04, clause 5.3.1?

CSA Z248-04, section 5.3.1, requires a foundation inspection report to verify that the foundation is constructed in accordance with the approved design drawings.

Section 5.3.1 states:

"The crane foundation assembly shall be inspected by a professional engineer or by a qualified person designated by a professional engineer prior to the concrete pour to ensure that it is constructed in accordance with the approved design drawings.

The inspection shall be documented in writing. That documentation shall be kept on site and made available upon request. The documentation shall include, but not be limited to, the following:

(a) location of the foundation;
(b) dimension of the foundation, including placement of reinforcing steel, configuration, and spacing;
(c) grade and material of anchor bolts;
(d) dimension of anchor bolts;
(e) placement of anchor bolts;
(f) levelling tolerance of the base plate;
(g) any other support used, such as anchor for guyed tower or ballast for rail;
(h) grounding arrangement; and
(i) soil-bearing capacity of the foundation."

Compliance requires an inspection report from a Professional Engineer confirming that all items listed in CSA Z248-04, section 5.3.1 (a) through (i), meet the foundation design requirements.

 Final Constructed Foundation Certificate

Do you have a final constructed foundation certificate that confirms both the levelling tolerance of the base plate and that the concrete strength has reached the required MPa in situ prior to crane erection?  WorkSafeBC (WSBC) has introduced a new requirement for this certificate before crane erection. Stacking tower sections without a copy of the "final constructed foundation certificate" constitutes non-compliance with OHSR 14.74(1).
